I genuinely believe that Menagerie would not be in on the teasing, and that he would have just happened to fly by, see a gathering of ponies, then morphed into one while coming in for this landing, now. Ie: my perception of the shifter is that he would think this pony party is a real thing - although, yes, Menag is very mischievous at other times, this feels like he's doing this totally innocently. :>
