I mean, it only makes sense to wear one sometimes. When you're working out; when you're doing a dirty job; when it's too hot for normal clothes; when you're going to be getting wet; or just when you want to advertise what you've got available.
Given he's carrying a pipe wrench, I can see multiple of those categories possibly applying. :)
