The city never really got cold. It was icy, sometimes water and other liquids froze in the pipes of the upper mega-blocks, but there were too many things making heat to ever really let winter take a bite.
Electronics, generators, food stalls, hidden processing junctions, fabricators, carts, steam vents, literal fires, and lots and lots of people.
And coffee.
The coffee was always better in winter, even if the weather never changed.
