All photo manipulation programs have sharpening filters to allow you to increase the apparent sharpness of a photo. They actually do this by increasing the contrast at the edges of objects in the photo which your eye perceives as sharpness. Applying the filter too much leads to unwanted artifacts appearing, so over-sharpening a photo in this manner is to be avoided.
