Originally a native of Overland, Julian Kintobor fled his country during the Ruth-Overlander theater during the Warring States Crisis. He served as Minister of War to Czar Wilhelm of Ruth during the conflict, only to depose him and banish him to a pocket dimension called the Void as that segment of the wars entered its final stages. Now calling himself voivode ("warlord"), he has ruled Ruth for three years to date. Currently, Ruth is pushing to grab as much land from the former Sanc Kingdom, using conquered Overland as a bridge, before his rival, King Mogul of Romefeller, does. At the same time, conflict between the Ruth-Romefeller boarder is at a stalemate as a he wages a two-front war with Romefeller to the south and with an alliance between the Sol Empire and Algus to the west.

Yes, I was able to work in the SatAM/Archie/Underground model of Dr. Robotnik into this spinoff (though he's not a cyborg this time around). His attire was influenced by Vlad III Dracula of Wallachia (1431-76) and Ivan the Terrible of Russia (1530-84). The cyborg version actually DID have white eyes instead of black in the earliest days of the Archie Sonic Golden Age. I had a hell of a time drawing him...
