So the three Halfcut Islands in my world: Bermuda, Reunion, and Lanai, all follow the same magical rules. Any biped or taur, will automatically be turned into a halfcut. Nagas, having no real legs to use, just loose their arms, the Island Masters not thinking it right to render them as essentially just snakes. Finally, the big exception to the rule: mers. They are left completely unaffected by the island's magic, having been granted immunity by the Masters, so as to still make the island's viable.
While the halfcuts are fully capable of taking care of themselves on land, the nagas and mers help with their own forms.

Heh yes they do, and while very difficult, they do largely have that ability to formshift into a biped. But in a modern world, they’re better off using wheelchairs and water magic.
And the problem with that is the sheer size and bulk of a mer’s tail, being a bit larger than even legs, due to the extra muscle. So they’re not truly as flexible as they look (or like a snake tail), and they’re a lot stronger.
