The Bone section is made out of a powerful Alloy that combines multiple dense metals. The muscle fibers are a combination of springs and impact nulification systems. Because Kuma tends to be rough with his arms due to him always trying to gain more strength, magic had to be embued into the arms in some way. So a magical generator system was implanted into the shoulders. The amount of energy produced could power a large city for years. There are some magical dampers in the forearms to capture and disperse the energy throughout the arms so as to not shoot out energy randomly. While his bone section can still allow him to do many physically demanding activities, they aren't meant to do that. The Casing is what allows him to use more of his power, not at 100% but enough to deal with many opponents.
