And I do find myself wondering how long it's been since Silverbrush had a Blood Seal. While it would've been of a piece with Sartorius' sense of humor, Roland's first meeting with him, and that Marshal's reaction to him, would argue that it not only wasn't Wineskin, but was enough earlier that it had been largely forgotten.
Timelines in the Winterbough Saga are somewhat fuzzy, partially owing to Elf-time, and partially owing to the inconsistency of the author (cough, cough), but it's probable that Estvan's status as a Bearer predated Sartorius by a reign or two. Certainly, he was not unknown to the government officials of the Winesack's reign, though not in a particularly positive way. It's never been stated how far back the Bearer programme goes, though there's implications it goes back a fair way.
