Drac's in a bit of a difficult situation here; tape mummified all the way up to his head, muzzle locked too, and being casually stuffed down into a loooong sleeping bag to be stored away nice and secure. Being so tightly mummified first though means any squirm or struggle or thrash about to try and get free would be a lot less effective, and so much less likely to be able to unzip the bag.
The padlock on the zipper is just overkill now, not even needed to keep the dergsnek sealed away for as long as Eko wants him to be, but once the bag closes up and seals him in the darkness, the clicking sound of the lock would be enough to let him know he won't be coming out any time soon....
