Yay an update! It's been very stressful at work lately, and writing for work tends to sap the energy needed to write for fun. That said, still working on things here and there, and hoping to get a good bit of writing done this weekend. Stay tuned!
General Note: I will be in need of CHARACTERS after the spartan base, and now is a good time to COMMENT THEM. Little OCs to liven up the place. They can be transformed, about to be transformed, or somewhere in-between. Characters up for recruitment will be level 1-2. You can totally design people who chill out with the other factions though! I'd love to see the sort of indulgent transformees you come up with.

I guess it's easy to win a vote on a matter when literally nobody else votes on it.
Speech:
- Command Word: Listen. Every speech needs to start with an attention-getter, and in this case we need something that'll stop them from firing; however, I have a feeling they're beyond conventional reason. Magically forcing them to stop and listen will give us a chance to start the speech; we can drop the effect partway through, so they can listen willingly.
- Appeal to Their Desire to Live. We can't start with the splinters, or they'll disbelieve us. We need to raise a more acceptable argument first, and this seems like our best bet.
- Expose Mordecai's Splinter Shenanigans. Our whammy.
- Offer Them Shelter. A natural conclusion to the speech; something the listener can act on.
(I'll be honest here; I searched "how to write a persuasive speech" on Google. This link should be informative.)
Tactics: Slow, Systematic, and Thorough. Go for 100% completion; this is a proper dungeon, so we should treat it as such. Anything or anyone we miss could come back to bite us later. At the same time, I don't want us using massive force unless absolutely necessary.

Agreed, especially on the splinter shenanigans. That would either result in them thinking He did WHAT to us? or staunch disbelief in spite of the evidence. Could go either way depending on the person, but it would likely get at least some of them on our side.
As for transformations, you can't go wrong with a bassarisk, especially a bassarisk taur. Fox-like face, cat-like body, raccoon/lemur-like tail, squirrel-like climbing, and, most importantly, skunk-like spraying with a powerful scream attached!

For tactics, I think SI makes (appropriately) a persuasive argument. My only suggestions are when we Appeal To Their Desire To Live, we ask if they're living under Mordecai, or just surviving, and for clearing the bunker, DON'T fall into the trap of hoarding items forever. Lives are at stake, let's use what we got. As for TFs, I like a variety. I suggest each of our party use their own preferred TF.
