Superspeed (can exceed lightspeed in flight but on foot his speed is only marginally enhanced),

Impervious to small projectiles (i.e. bullets are harmless, but a thrown gun could do some damage)

Enhanced Strength (He can smash his way through a lot but he's no Ultra Mutt)

Conjure volleys/beams of combustible "shooting star" projectiles

Nova bombs as flashes of blinding light or amped up to a proximity burst if he is swarmed

Can summon a giant meteor strike, high risk of collateral damage so he reserves this as an absolute last option

Can breathe in space and water, manipulates his flight ability to "swim" but his super enhanced speed doesn't apply underwater

Can never be lost as long as he can see the night sky

Delayed healing factor

Weakness:
A heart of gold and assumes others are just as well intentioned.

Very VERY gullible

Quickly falls into anxiety when right and wrong aren't clearly discernible and is essentially paralyzed by the idea that he might make the wrong call (Massive "Good Boy" Savior complex)

His last resort Meteor Strike drains him heavily with barely the energy to fly if he's lucky. More often than not he loses consciousness for about an hour, seems to recover slightly faster under a full moon but that hasn't been confirmed.

Weakens exponentially when taking successive hits (i.e. 4 quick strikes can potentially hurt him far more than one big punch that gives his healing time to kick in)

Is not immune to his own powers, discovered when he got thrown into a looping portal and pummeled by his own shooting stars

Irrational fear of vacuum cleaners since childhood but gradually overcoming it.

Weapons: hand to hand combat, brute strength brawler that can be ineffective against more finessed/trained fighters

black trimmed silver gloves, boots and briefs
short black cape that can cloak him from sight by the naked eye, but he can still be detected by technology (motion sensors, radar etc.)
The starburst on his chest focuses his powers and energy when he summons his meteor strike.

Captain Kosmo of the Celestial Guard aka Kosmic K-9- Super-powered Lab based on Earth but devotes himself as a champion of morality and truth wherever injustice rears its ugly head. With his naive trusting nature and inability to navigate moral grey areas, meeting Draven and (later) the rest of his tight knit super powered comrades has literally been a lifesaver on several occasions. Feels strong bond to Draven but can't determine if it's romantic attraction or just the natural "battle buddy" closeness between two people who regularly trust each other with their lives. His infamously rigid moral code also conflicts with the thought of intimacy with a not so white knight, but the more time they spend together he finds his self imposed rules becoming more like...strong suggestions.
