I would guess you would have to regularly prove that it's incapable of being driven.

Eh, the wording makes it sound like you can legally drive it for private business, or just for leisure. They might give you the stink eye, but I doubt there are laws in place that prevent you from actually driving it.

But just because it's legal doesn't mean it won't irritate the chimenticores. =P Having it for display only might make them a little more accepting of it. Just a little.
