NOTE that this is not up for negotiation. The systems aren’t compatible by design and for plot reasons never can nor will be. If you post that your character would be able to I will delete the comment. Be respectful to our world building please.

Back when I was in college I took a class on the fundamentals of programming languages, which basically was about the theory of how programming languages worked. One of my takeaways from the class was how a lot of said theories made a lot of assumptions about the underlying fundamentals, which suggested one of two things:
1) There are universal fundamentals for how computers and programming languages worked.
2) The way computers and programming languages work currently are just one way for them to work, and it's conceivable that there can be other methods that are vastly different or even incompatible with how our current technology is today.
This suggests that if we do encounter an intelligent alien species with computer technology, computer scientists the world over will be salivating with glee to find out how it works and if it's vastly different from our own or if the aliens and humans have some similar underlying fundamentals.
So this idea delights me because it suggest the second option might be the case, and it happened here on Earth by an isolated society. This has all sorts of interesting implications.

Yea, that would be enough to make it fundamentally incompatible. to make it impossible to make any sort of bridge, then it would need to be either be quantum based. Which would may be a bit to powerful for this setting, unless you plan on having an ai. Or what i suspect is multi-state.
for example, binary just represents two states. there is either voltage present in the transistors, a one, or there isn't, a zero. A multi state would have it so the fundamental part of the computer's central processing unit be the measure of a voltage rather than the simple presence of voltage.
So again for example it would look like this.
No voltage, a 0
25% of the max rated voltage of the cpu, a 1
50%, a 2
75%, a 3
100%, a 4
It would make the cpu's base measure of work be how many stable voltage states it can measure, thus data. compared to how our binary systems work in which the measure of how fast they can switch between states. now measured in gigahertz. aka a billion times a second.

It works on a symbol system while there is a single symbol for "off" there are several for the "on" Each symbol having a different amount of power that's pushed through and these subtleties constantly switch back and forth between these power flows which 1. beautifully utilizes the custom batteries they run on. With a month-long charge being the base standard for tablet bettery life, 2. It keeps power usuage in general very very low because the processing is very smart and goes exactly where it's needed while not sacrificing performance. Lag doesn't exist with the tablets and usually when youi're informed you have a low battery you're usually a few days away from it depleting entirely.
not magic based no. It's still electric it just runs off a very specialized battery. Hector wouldn't be able to use the tablets if they were magic based when I say "symbols" i mean more in line with our alphabet or literal pictures like webdings that function similarly to 1s and 0s as they're only representative of the two states of power. The symbols can honestly be anything but there has to be a minimum of 27 of them.
