It does depend really on the setting whether it's a world where furrys co-exist alongside non-anthro animals or where it's just furries. Though of course you could love cats as furries while also being a cat lover.
Though picking up and hugging or stroking a furry without consent can definitely be considered harassment, just as with humans.
