The Mayor of River's hometown, Mayor Heinz. He's a hyena man that has a nervous tic of laughing. He's always nervous.
I like to think gray mush is the only food he can eat without being overpowered or going into sensory overload. A single flavor blasted goldfish cracker would kill him.
The vinegar in Heinz Ketchup would be considered far too spicy to him. I think he sustains his diet on stale wheat bread. He has a single slice of ham once a week.

All he wants is to be reelected and is horrified of The Church, letting it do whatever it wants whenever it wants, being a figurehead of sorts at best. He doesn't even care though he just likes to feel special and being mayor is just about all he's got going for him.
