Looks like Chiller has been captured again, but by who?
A Villain, Thugs, Officers, a Citizen, or even another Hero?
Well, whoever it is must have found out that Chiller might really like being bound in tape, just look at that Blush!
Don't worry, he will get out of this, it's just that they used like two rolls on his bindings and the gag and they probably gave him tape mitts too, so he'll be like this for a while.
