I know I posted the first pass of this character yesterday, but to offer an explanation, she's the anti-version of Hearts. If you're unfamiliar with that, in Archie Sonic, you had a world that was meant to be the opposite the world the story generally took place in. So you had an evil Sonic, a pacifist Knuckles, Anti-Freedom Fighters. You might be more familiar with them as Scourge the Hedgehog and the Suppression Squad. This isn't an uncommon trope. DC has Ultraman and Owlman, the evil versions of Superman and Batman. Star Trek has the Mirrorverse (and one or two other examples.)

Not gonna explain who Arterie is beyond that, cause I don't wanna!
