Labelle is the surprise third Able Sister added in City Folk. She plays a small role (smaller than the other two even), working at the clothing store.
When the character art came out everyone thought Nintendo had turned Sable into a whore or something, but it turns out it's a whole new character!
Incidentally this comic was made before City Folk was released so her depicted personality was based on her appearance and occupation (working at a ritzy, exclusive, ridiculously-overpriced name-brand "fashions" store), so it's not quite accurate to her in-game personality.
Close, though.
