There are definitely exceptions, most cashiers are actually neutral about being paid in change. Cashiers will tell the customers they love it just to be friendly. It's like laughing at the "There's no price tag, is this free?" joke we hear at least a dozen times a day. We don't want to seem rude to customers.
General of thumb when paying with change is simply having it ready to go as soon as the cashier asks for the money (although this is just the same as having cash in general). If that's taken care of there is literally zero issue with using change. If a person spends 2-3 minutes digging through their purse, people that have inevitably lined up behind said person start getting irritated and the cashier has to deal with that afterward. Especially when they could have broken a bill in 5 seconds. That said, quarters are king. We don't really care about anything but the quarters. Granted, I don't think any cashier will ever get mad over something as trivial as change.
In my specific job (I work at a hotel lobby bistro), people that pay with change and don't have it ready beforehand are the bane of my existence (not that I ever get mad about it). I don't really care about getting the extra change so much as keeping things going as smoothly as possible. These sort of bistros are built around getting people in, out, and on their way as soon as humanly possible so people can get to work and meetings on time. When one person holds up the line for even a few minutes counting change, business people who NEVER know how to do things before the last moment get irritated and take it out on staff because they're going to be late for work. All this to say that there can be repercussions depending on the situation that a customer will never see. Many retail stores also judge cashiers on their checkout speed. While unfair, something as tiny as a few customers digging around for change could affect their overall performance score. Granted this is not at all a jab at people paying with change and more that these companies suck and bad parameters when evaluating their workers.
That said, there are FAR worse things a customer could do that are true heresy (paying with a $100 bill for $5 of product minutes after the store opens and clearing out the drawer immediately, for one). Paying with change is mostly, at worst, a small inconvenience that no one really cares about.

I second everything said in this post. Iโve had to do ALL of these things at one time or another and really it all boils down to timing. If the registers ARE running low on coins then yes Iโm happy to take change. But to that customer that paid for $15 worth of items with a $100 then got pissed that I took so long to make sure she got correct changeโฆ.I hope she never shows up again. Sorry, rambling. Also, while paying with exact change makes it easier on us, please also never pay for a $23 purchase with ONLY coins. That took a full half hour to count it all >_<
This is me at the grocery store every other day. I just breate in and out slowly, and look at the Archie comics or the gossip magazines cuz there's not a lot of anything else I can do. Though sometimes in my head I run scenarios where I scream like crazy and throw stuff and go ballistic. But it's just in my head. Everyoboy has their own struggles. We can't and shouldn't judge.
