Setting the handbrakes is mandatory in yards just like testing them on a locomotive. If that had been a tank car loaded with chemicals
Cars can run away, trust me, I've heard quite a few of them run away and slam into each other in yards. The handbrake is the command for the car to stay put just like pulling a parking brake to keep your car from running away down the hill.
You wouldn't just park your car on the hill without setting the parking brake would you?

Even though the air is cut you still have to set the brake as you well know.
You try to keep 100 tons from doing what it wants if you don't set the brakes
You see how it works in a hump yard when you release the brakes to let the car go over the hump switch to connect to the train it needs to go to.
If you aren't in a hump yard this is what happens. When 100 tons wants to move it's gonna go where it wants because nothing will stop it but the ground it hits.
