The "Who Ate All the Pies?" bit is based on a long-standing English soccer chant, allegedly originating from "Fatty" Foulke, a goalkeeper for Sheffield United F.C. (though the story is open to much dispute). It's usually sung to the tune of "Knees Up Mother Brown."
It's not unheard for baseball stadiums to be built in rough areas atop industrial sites: for example, the former White Sox home, Comiskey Park, was built on top of a junkyard.
