In reality, the Colonial Navy is under-funded, constantly over-extended, and heavily reliant on the support of the Colonies foremost arms manufacturer, Ironthane Munitions. As such, the Navy is notoriously corrupt, and many attribute its continued survival exclusively to the (possibly imagined) fear of an eventual Valbanian invasion, and the tenacious patriotism of a handful of dedicated officers.
