Alright, I hope Page 22 (Page 2 of Chapter 3) might give us the answer on who that silhouette is. I can imagine Sly and Murray with Bentley as they look around for Muggshot while Carmelita and Dolly head to the Seville PD to put out an APB for Muggshot, see if they can do everything in their power to find him.
