It's Rainseia Alter, The Den-iverse's favorite three-headed, dimension-hopping Bounty hunter. Ditching the riot gear shi usually wears for wetwork in favor of a more casual outfit.
I know; shi dresses like an identity crisis, but that's kinda what shi is, in case you forgot. Rainy Alter is four minds sharing the same body, so the outfit was decided on by all four of them.
Follow Me, I Have A Spare Space In My Den picked out the steel toe boots and T-Shirt, decorated with a bold, multicolored 'C-01'. referencing Rainseia's given codename, "CHIMERA-01."
Aria picked out a pair of khaki jeans, which of course had to be modified to fit Rainy's bizarre biology.
(Blame Phantomshotgun; it was his idea to give these things three legs!)
And Sebastian picked out an Aviator Jacket (which also had to be modified,) but he let Rainseia pick out the color. It took hir a bit, but shi settled on a purple one decorated with Shiny Vaporeon imagery.
No offense to the three 'eons who make up hir being, but Rainseia always really liked Vaporeons. Shi even admits that if shi were a natural-born Eevee, shi would without a doubt want to be a Vaporeon.

With a normal chimera supersoldier, the minds of the three individuals would eventually blend together completely into the gestalt.
Dr. Phann, Rainseia's creator, had a problem with that, believing it was no different from killing three people to make one.
So he created Rainy on the idea that the three minds could instead coexist with and guide the gestalt, with no further blending required.
With Rainseia, the gestalt is the personality in full control. however the minds of the three who went into hir creation still live on as voices in hir heads, though they can also control any head or limb shi isn't directly using.
(can't speak for themselves though, but Rainy has no problem with speaking on their behalf.)
Think of it kind of like Piccolo, Nail, and Kami's fusion in TFS Dragon Ball Z Abridged.

Granted, Dr. Phann's "ethical, harmonious chimera" experiment only worked because he got insanely lucky and found three Eevolutions who were fated to be with and love each other forever to make his chimera out of. But Dr. Dickhead doesn't know that, so he's counting it as a win.
