I think that's actually what the situation here is--you can see the diaper, and the panties are sticking out the leg cuffs.
And actually, panties OVER the diaper would be the better solution for two reasons: first, because panties sticking out the leg cuffs can provide a conduit for leaks, and second because then the big-girl panties show up on the outside instead of being hidden!
