Peter Molyneux's problem is his enthusiasm. He's the kind of guy who thinks up a neat pie-in-the-sky idea, and instead of saying "hey wouldn't this be cool", he says "this is going to be in the game". Facts be damned.
He has been pulling this shit since he was working on Dungeon Keeper at Bullfrog. If you can find his old interviews, the game he promised DK would be was supposed to have some kind of full in-game ecology and every individual minion would have its own personality.
Dammit Molyneux I like dreaming up cool games too but you need to learn to distinguish fantasy from reality.

No matter how much money and time you throw at a project, you will never be able to attain some of the things he promises. He actually did say that in the new Fable you can do anything. He just lets himself get so pumped he starts launching into promises that are literally impossible to fulfill. If he could tone it down his games would be probably be thought of a lot higher than they are now, after he built everyone's expectations up and dashed them with another game that is only 'okay'.
Is it even fair to demand from publishers such a high-risk project? Sandbox games are not easy to make and require a lot of money and manpower. Sure there are some games that took a long time to come out and were finanically successful, but how often do those exceptions come out?
The point is that designers can't just demand any amount of money and time from their publishers to let their full dream be realized. If it is a big flop, then that may be a lot of time and money wasted that they may not earn back so easily.
Besides, is it even possible to add the complexity of DF while having current-gen graphics in current-console disks, let alone letting the game run smoothly?
Sometimes letting your creations be known requires sacrifice. I'm sorry if this is hurtful, but sometimes the artist has to let some things go.
