I'm sure Kros would be very familiar with the potential mental and physical health benefits of laughter and that he's probably devised ways to incorporate tickling into exercise plans for just about all your characters.
I imagine that Bernie will make a quick confession and for a petty misdemeanour then maybe a good belly tickling might suffice as a suitable punishment.
Those few times that Cyanfire has been tickled I imagine are treasured memories for Benjay.
