That drawing make me think it is a screenshot of the opening and/or the pilot episode of a cartoon show where a Witch punish (Or just have fun) a DJ, transforming him into a Doberman that can't talk with Humans anymore but when the former Human run away and find some stray dogs and find him can understand the language of the animals. The cartoon then follow the new life of the dog DJ and their new canine pals. Yes, basically like the cartoon show of Billy The Cat but with dogs and a soundtrack with rap, tecno, eurobeat and others 90's decade vibes music.
