Partially because I get tired of the whole "this character doesn't have a personality" just because they're not throwing their garbage out on the front yard for all to see. It's similar to why I like Rip van Winkle from Hellsing where her "story" and "character" is more explored through expression, cues, and visuals rather than exposition. I agree. Roxy and Monty are newer characters. Would make sense to establish their personalities. We've had Freddy and Chica for every game (so to speak). Like Freddy (in Security Breach), she's kind, caring and helpful.
When Freddy starts malfunctioning in the opening movie, Chica's the first to show concern. Then, when Freddy fell and before it cuts to black, you'll see Chica motioning her way to him. The rest is based on her dialogue throughout the game from her calling you out. Being one of them who actually refer to you by name as well as coming off as very approachable ("who wants candy? our staff only wants to help. Your parents want you to follow me") It makes her come off as this genuinely friendly person (albeit, as the game goes, she's programmed by Vanny to capture you). Then, you get to Mazercise and find out that she's also a health instructor/physical trainer. Showing she has a knack of wanting people to improve their self-image. While Roxy is more concerned about herself. Ironic with self-imagery since GR Chica has a gluttonous appetite. Then, when you decommission her, I kinda feel bad. I know they're intended to capture/kill us, but, the way you push her and she just looks helpless before she lunge out you; I'm thinking "I'm starting to regret this decision in some way". Then, you ruin her self-image, strip away her throat, but she's still "kind". She just can't talk (correctly). Meanwhile, Roxy cries and berates you.
I just find it unfair to say "character has no personality" mainly because no one's really looking but want to be told that you should like said character. Something I find ironic since that's how Lore Videos are established. You actually have to pay attention and look for it.
Oh well. GR Chica for life.

Yeah, Chica has a self image issue as well, which is that she loves to eat, but eating is bad for her, as she eats to the point it spills back out of her mouth. In a more IRL situation, this is like a thin rock start eating, but then throwing it up out of fear for their public image. So she wants to party and have fun, but "can't" because eating the way she does isn't "acceptable".
Roxy has the self image issues as well, but the notes in Roxy Raceway indicate that she is programmed to want to compete, but also has a forced function to lose every time. The statements of "loser" and " no one likes you" and such are actually insults the little brats who beat her at the sports are saying to HER. This got to a point she tore around the track several times by herself, then attacked several staff bots since she isn't restricted from destroying them.
But yeah, I love them all, but Chica is neglected the most.

Just sucks to see other characters losing chances because of one character. Kinda like Princess Peach. There's like 90 other girls more deserving of fan art. Princess Toadstool from the Super Show being one of my rare passes.
People probably never caught on but I've always liked OG Chica due to my "FN@WTF" Chica design. While she's the older sister, her younger sister is based off the Toy Chica design. If Chica met Glamrock Chica, she'd find her somewhat annoying noting similarities between her little sister and GR Chica. While T. Chica is mainly enthusiastic and opportunistic, it's pure and innocent (her motives. They're still trying to kill Night Guards).
FNaF stories are relatively short. Heck, it's a 6 hour adventure/horror/thriller. You won't be able to fully expand characters story-wise. Especially, when you accomplish very little in the game till it's "hey, you want to investigate the place. You can't save though."

-OG Chica (Includes Withered and phantom): The oldest sister and the one most dedicated to her job.
-Toy: Younger sister who is peppy but a little self centered.
-Nightmare (is also Jack-o): Third oldest. The "Holes" on her body are actually black tattoos and is a real renegade. Almost the "biker gal" type.
-Funtime: The second oldest and most successful of the sisters. Is often too obsessed with her fame to do much else.
-Glamrock: Doing her best to live up to her oldest sister's level of fame, but is brutally suffering from the taxing it's putting on her body and lifestyle.
