Truth is I'm a firm believer that Lugia is feathery, mostly because of the Silver Wing (Silver Feather in JP) https://bulbapedia.bulbagarden.net/.....ki/Silver_Wing

This is referenced in Lugia's first anime episodes too :3

Some people wonder how feathers can be so smooth and shiny looking - they're actually very versatile :3
They can be small, large, water tight, fluffy and iridescent. Shiny silver feathers is not hard to imagine, just look at feathers in penguins, ducks and even some songbirds :3
