I once tried to write Chloe as a main character.
Didn't work.
Her charm is that she's seemingly unbound by anything and somehow always gets what she wants, but that makes for a VERY boring lead.
As a secondary character (or boss-tier), though, she works GREAT.

"I once tried to write Chloe as a main character.
Didn't work." I saw her in that comic where she was on a boat and then a shark happened and i liked it but i can see why you would think it was boring and how it would not work long term having her as lead but i think moments like the first 5 pages of that story (I think) of her and the comics she does lead in (you know which ones) help giver a non-2d personality that isn't about one thing (all the time that is). But i think she would make a good lead, just not a main permanent one, like in Sinclair Global 5 & 6 (sort of) or that Bones of the devil one where she is trying get/acomplish/find something/someone but the one thing i think you got wrong then is that solo is not her strength (the empty bed), she needs others to bounce off of, in more ways than one (imagine if she was completely solo in her other comics), but with all the other characters that she has close to her I bet she could take the lead in short bursts as long as she has or finds someone to keep her "busy" and "active" (as a character)

My addled brain can picture Maxine and Chloe being far enough in their relationship that she approaches Chloe with with a spray bottle of water at this point like:
"NO! BAD! Get your RUMP off of Vector Sigma! We do NOT sit on or PAINT alien life giving super-computers! It's RUDE!"

This begs the question, would Chloe work as a Bond type supervillianess?
Now, what if, after all those years of SinclairSexySuperScienceShenannigans, we learn that her end goal is, and has always been, Total World Domination?
To either hold the globe in her beautyfull hands (maybe even literally) or to crush it?
The joke is that she is still a super likeable person, more of a Hank Scorpio than an Ernst Stavro Blofeld.
It is a weird idea, sure, but would be a fun idea to explore.

I like the Hank Scorpio comparison. She seems capable and willing to provide all the support and benefits her employees could ever dream of.
There was a joke in one issue of Sinclair Global where someone ponders if she really does want to rule the world, and someone responds that she basically already *does*, or at least, owns enough of it that it counts.

Tanya Huff made a similar comment at one point, that ultra-competant characters don't work for anything longer than a short story because they knock down any challenge in front of them. And that they tend to work best in comedy situations. She wrote a book called Stealing Magic which was a short story collection with two sets of stories starring characters like that. Like the thief whose initiation into the Thieves Guild required her to bring a princess' braid into the Guild chambers... but she liked the princess' hair, so she kidnapped the princess and brought her blindfolded to the chambers. "What, you said I had to bring her braid here, you didn't say I had to cut it off her first..."
I agree with that. Chloe doesn't work as a main character because characters who do what they want with almost no or no restrictions, and/or get what they want, end up being boring and/or uninteresting. Leaving that aside, I have to say that Chloe looks great here and clearly shows why she is the boss of her own company; good work. <3
She seems best as some broader-spectrum entity for others to worry about/enjoy, or in self contained little sexy misadventures.
I'm curious, did you ever have a voice in mind for Chloe? I always envisioned her as sounding sort of husky, posh and playful. Maybe sounding like Minnie Driver, or Keeley Hawes in Tomb Raider.
