It wasn't Thana's plan. She was mentoring Garrett to help him prove himself to Zysa and their council of elders.
Garrett didn't realize exactly the gravity of the target he first picked out and simply thought they could capture/lure Winsley out of hiding.
Instead they found a connection to royalty and then wanted to bargain with Prince Drayven and King Alphonse.. but also Sarawyn/Queen Ophelia.
The Omni is able to perceive multiple timelines and possibilities. So it's all about adjusting the present to follow a certain sequence of events.
Garrett actually made it a bigger deal and was sloppy about it, thus his uncle, Zeldane came in to "tie up loose ends". Now other people from Zysa will he handling the situation, observing from afar and interfering where necessary.

I get the impression, Garret was just another one of Thana's boytoys (He's probably not the first underling, she's had a relationship with) she was using for the mission and when he failed, she bailed and is going to move another pawn.
Garret overestimated their fling as an actual romance and put it above people who cared more about him (Leroy and Rowan).
So they underestimated Kibbles importance?

Thana is asexual and only uses sex to gain social power, she uses it to manipulate people and doesn't really enjoy it all that much. But yes, you are correct with her moving from pawn to pawn. She jumped at the chance to be friendly with Zeldane because she recognized his power.
