One of the most slippery thieves in Y'dosk, Concord may look a bit sickly, but the only thing he's caught is crippling kleptomania! Never satisfied, and never identified as the culprit; he's been getting his grubby little hands on all sorts of trinkets and treasure. And if anyone comes after him, he has the uncanny power to temporarily petrify living things! Literally objectifying others. No telling if he's taken any back to his hoard.
I blended a few ideas together to come up with this fella: hoodlums of course, leprechauns, kobolds (the dog ones), his head made to look like a hermit crab kinda, and those antennae are actually just dowsing rods wedged in his cap.
