Its also possible that they didn't meet here, but on multiple different places like this. Otherwise Rayquaza would have kicked them out before they even approached the cliff with said child.

Warpsink pretty much covered it already, but yeah, this isn't a known Rayquaza-meeting spot, he knows Gastly from elsewhere hdgffdsfhdfjgkh

(that being said, the pacing of this scene and the fact rayquaza showed up at all is in and of itself ridiculous XDD)
