Sarge was a bit confused when a bunch of people would come by and give him a belly rub... or balance coins on his belly... or give him sparklers... but he couldn't complain.
"Thank you for the belly rub, I hope you have a wonderful year!" he'd say with a smile.

I will fully admit, I don't know too much about the Lunar New Year... but I know that many cultures in Asia do celebrate it. Celebrating a new near and the coming of spring is honestly a wonderful thing for people to look forward to. And though this is just my mind's silly idea of "Sarge being mistaken for a token of good luck and fortune", I do always appreciate when people can celebrate and enjoy something big.
