Probably because they can't afford real body armor? I don't know how many people are willing to lay down that kind of cash for something just to go with a fursuit, its an expensive endeavor and it's probably a lot more economical to just go with what is existing; an airsoft player using their gear to have fun outside of the playing field.
Gah, straying from my main point here. I mean when they don't make everything look practical. Like I mentioned above, sure, kind of cool to see a dragon SWAT dude, but if you're gonna do it think realistically (...well..as realistically as you can get with a dragon SWAT Officer) and not have...giant wings sticking out or something.
I dunno, that's just me. I think most furries in SWAT/Riot armor look silly, but this guy managed to pull it off quite nicely.

I actually do agree with you; that it DOES look silly 99% of the time, considering that most people don't really put a lot of thought behind body armor and how it would work with even just an /anthro/, nevermind a fantasy creature. But my argument was more in regard to actual, physical, costuming where economics would be a factor. I could rant all day on people not drawing believable armor/gear. Or uniforms for that matter. A particular praying wolf-soldier painting comes to mind. xD

I'm actually a bit concerned by that riot suit. It doesn't enclose enough of the body. A riot offer's suit is fully encompassing, enabling them to literally march through the flames of molotov cocktails, or even take a direct hit from one without burns. Exposed bodyparts (in this case, the neck, tail, and ears) are a bad idea for that.
