The yinglets there weren't being quiet before, so making yinglet-pitched speech there wasn't about to blow his cover, plus daytime in any city has a certain amount of background noise that's very helpful for quieter voices being lost in the drone.
Also PWUH probably wasn't pitched for stealth, he is often polite and suave so probably couldn't just leave it at pain for the guy, and... isn't he guarding her? The implication is that he had his eyes on the streets and other rooftops, not where he was leaping.
As long as his opponent isn't another rogue class very nearby, this isn't exactly UNstealthy, relative to ordinary city day life. If this was at night, maybe it would be different, but... *shrug*

Considering how observant Beizel usually is, I suspect that wasn't entirely unintentional.
Also, I love the contrast between the way the roof yinglets speak and Beizel's far more refined speech. The difference between your average street scav and a patriarch of the enclave.
