the MVS carts are only cheap in comparison to the AES carts - a few of the ones i've picked up have been a pretty penny (waku waku 7 was $180, nightmare in the dark was $120, etc). most people still consider it completely ridiculous, hahaah

the thing at the bottom is the difficulty level. it doesn't tell you what stage you're on except for at the beginning of each level. i think most neo-geo games have the level shown at the bottom so arcade-goers know the difficulty the machine is set to (1 through 8, 4 being standard MVS)
