I think the anger is less that it happened and more how it appers that Zoomer is completely uncaring about it having happened.
Yes everyone starts at zero that's true, but when one makes a mistake, they should at the minimum act like they understand they made one and are willing to learn from it.
Sides only part of it I think is about the car, Boomer is a caring father, as such he was likely concerned for Zoomer's safety in this, and for him to be so.. non-chalet ...

Well we know Boomer is a grumpy wuff so its possible this reaction is just status quo since I'm certain he gets pissed all the time! XD
Plus Zoomer IS a kid, not entirely all there in the responsibility department yet. Most people don't know this but people's brains don't stop developing till around mid 20s. The pre-frontal cortex, the rational logical side of the brain is the last to develop and the amygdala, the part that handles emotions, kinda takes over for it temporarily while it grows so that's why youngins are generally more impulsive.
Why I decided on that little anatomy lesson, who knows! All that matters is that this is a comic and blown up to silly proportions.
