But the immersion and atmosphere would be worth working on. NPCs seem to be offended and communicate only through notes XD

Yeah, it's almost like it's way easier to just create notes for quests rather than having to voice more lines for NPC's, and Bethesda knows it lol

I heard it was because if they added more voice lines they legally have to provide them for every language the game has been released in, and they don't want to shill out the cash for that many VA's

Yeah, very like in RL - when you catch something new and interesting (and have so much enthusiasm) and the life take and stressed and ruined and destroy all your enthusiasm and gives you under your breath and let you face it gives it to you (with take in mind that: "Be Happy, and don't be Upset, - remember anytime it can much worst")... heh...
