It's a diesel punk sniper.
6 round internal mag
gas piston / bolt
gas piston can auto work the bolt (primary trigger) or the bolt can be worked manually (secondary trigger)
Scope is side mounted
Idk if I like this or not, I know I don't like the stock, but for the moment it works until I know if I like the concept.

Edit:
The idea is that if the primary trigger is pulled, upon firing the first (lower) gas piston will rotate the bolt (normally done by hand) then the second gas piston (upper) will drive the bolt back.
If the secondary trigger is used neither gas system is active and it functions like any other bolt action.
It combines the pluses of both bolt and semi rifles into one system, that way the military in question can create a single weapon for all its snipers. And, if a particular sniper prefers bolt actions they can use it as such, but seamlessly switch to semi if they are overwhelmed. A sniper who prefers semi's need not worry about the second trigger.
This also means that if a silencer is attached the gun can fire using the bolt action, so there's no sound of the gun cycling, but if the position is compromised, seamlessly switch to semi and start popping people.
I talk too much >.> sorry

Interesting design, but i'm not too sure about the whole auxiliary bolt function here. What purpose does it serve? Leaving the bolt path clear for the semi automatic would seem a bit more convincing, and if the gas system gets clogged? Just reaching over and racking the bolt for each shot does its purpose (For example, AK's pull this off very well.)
You should look into the design of the first concept G41 rifle of the german army. It was built upon a very, very simular concept to this.
