My sister has one with the similar issue , but I don't know much about them

Might be a simple issue with a four-position rheostat. What's the issue with it? THese guys are often easier to work with than people realize.

The record player did not work when I got it, but I was able to give it a little nudge and it started spinning, but it seems to have a slight issue with slowing down just a hair. Like it will be playing, slow down, playing, slow down.... x.x

DOes it continue to slow down progressively as it goes, or does the speed seem to gyrate up and down?

The motors in these things are notoriously low-torque and the platters are nice and heavy to reduce wow and flutter by simple inertia. If the motor's got a bad coil, the mass of the platter could be slowing the thing down progressively, but still kinda keeping it going.
