Here we've got Flicker, a low level threat of a villain, with a cockiness much larger than her success thus far. Her only power is to teleport objects no larger than a pack of cards about a yard away from herself. Which means usually the worst she manages is stealing someone's wallet, or some jewelry. But if you were to give her a small device that can control minds once attached to the forehead... well, she becomes much more effective suddenly. :3
