For those whom are a bit lost on the humor allow me to explain,
Smart Cat is a "mascot" for the kids programming for ETV (formerly South Carolina ETV) which is mostly used to promote exercise and shit like that

Here's the part of which why i made this character look like a dumbass, (SC)ETV is giving this 'mascot' his own TV Show... That's right!
Instead of
- Giving Barney the Boot (wishful thinking)
- Commissioning HiT to make more episodes of "Angelina Ballerina: The Next Steps"
- Bringing "The Basil Brush Show" stateside
or anything that would improve the quality of (SC)ETV or PBS programming at large

They gave this character (which would be forgotten due to it's only purpose is to be a walking exercise tape) his own fugg'n TV show
