Weaknesses: If his devices fail him, he has no means to combat any superpowered or combat trained individuals, so he absolutely does his best to avoid direct physical confrontations.
Personality: Jules is vain, arrogant, prideful, all the things that make one full of themselves, he embodies very much so. He also enjoys asserting his apparent dominance over others, including superheroes, by capturing them and having his way with them, sometimes even enslaving them to do his bidding.
Background: Jules was an arrogant child, spoiled by his parent's love and affection...until his brother came into his life. Sure, things weren't too bad at the start...but as Nathaniel began to show signs of a prodigy, Jules was immediately pushed to the side, especially after a particular incident gave a portion of the world's population superpowers. Nathaniel received some from that wave, but Jules did not, further increasing his resentment towards his younger brother. But the straw broke the camel's back when their parents wanted to move to the United States to help Nathaniel with his superpowers.
Jules, bitter and hateful, refused and decided to stay in France on his own. Life began to go downhill, as his tendency to rely on his parents shone through with his lack of dependence. Growing angrier and frustrated by the day, but with a sense of pride refusing him from calling his family to help...he decided to make use of what he had saved of his brother's work in technology, crafting a suit based on his brother's designs that would allow him to obtain help by any means necessary.
As such, Caeser came onto the supervillain scene, acquiring servants by droning them into suits...and with time, he came to enjoy this matter of exerting his dominance over others, eventually moving to target superheroes to test out the limits of his technology. With many civilians and some superheroes under his control, he is living lavishly again...but his more moral brother has caught on to the fact Jules is using his ideas for evil. The stage is set for an eventual clash of ideals between the brothers...
