That's not electric judgement. In my mind at least, that's full blown Force lightning. As for how powerful he is, I'd say he's on par with that of Galen Marek, aka Starkiller. :>

Isn't force lightning only used by Siths? Correct me if I'm wrong my Star Wars knowledge is a bit limited these days

Why limit yourself to either Jedi or Sith? Why not follow the will of the Force directly? That's just my mindset, anyways. And yes, she did one hell of a job on this art piece.
