By the time you get to the infamous 256 level it gives context to why the maze is messed up, pac woman is so big that she's crumbling the walls with each step just to get to a crumb sized pellet. It's a slow growth but any skilled kid in the arcade will clearly see the blocky circular hero their controlling be bigger than the ghosts at some point, while in game ghosts are trying to "hurt" her as her heel tip is as big as them
Yee, she starts off slightly smaller than pac, even with heels. But after a dozen levels ghosts are like large mice to the pac gal. She likes that size in particular cause she can eat the ghosts whole with no problem and she can feel them go down her throat before benching up their eyes so they can get their bodies back and start this cycle again, only this time with a slightly bigger pac woman thanks to their contribution of their mouse sized mass
