She's named Qua - and she's in charge on checking that the clouds of all the Cloud Helium Kingdom are soft, good quality and that they're able to support balloonis and keep them safe!!
Qua was always an oddity in the world; she had a mixed pelt, part shiny, part normal, and she was a very popular Pokemon in the regular world, before getting turned into a balloni. She thought she'd be very special as a ballooni, and indeed she was!! Her pelt color is not only common, she's filled with natural clouds, which give her the unique ability to control them, and keep them in perfect condition. Solstice was so impressed with her work, and the fact that she didn't need any magical patches to modify the clouds, that the Espeon decide to hire her to help her around magic duties ~ Qua is incredibly big and fluffy, and many hug her in search of comfort and very sweet dreams, as she sings a serenade!
