It's been vague up until now because the identity of Kibella has to be remain a mystery. It's briefly discussed at the end of chapter 3 when Valmont (disguised as Queen/Lady Ophelia Aradelle ) comes in to speak with Alphonse.
Mostly what has been established prior about politics is..
-The Kingdom of Alder is a war-mongering country with a bloody past looking to expand its borders
-The Kingdom of Alder treats its people poorly, especially fringe society like minorities, lgbt, dahaki, avions, the poor or sick
-Alphonse is growing more unhinged and tyrannical
-Drayven is the heir to the throne but cannot become King until he married
-Alphonse is paranoid and judgemental of his heir Drayven and tries to undermind him at any cost - the two have waring perspectives but Drayven is not able to stand up against his father in any meaningful way due to circumstance/his upbringing
-Kibella and Drayven are in an arranged marriage to form a pact between Sarawyn and Alder for peace, bridging the countries
-The Severance is a rebellion force that is against King Alphonse's rule and wants to overthrow the government, lead by Kilika Azura
-Valmont wants to work with Drayven to secure ubers and retool the Kingdom as they are the strongest military force in the world
-Zysa also wants ubers and seems to have their fingers in everything
