See I agree with that 100%. Icicle was raised in a different, but no less loveless, environment than Winter and many people don't realize that. Winter basically got lucky with his Winglet and Icicle was manipulated by Scarlet instead.
Nobody wants to develop her. I am trying to with my fanfic but it's like nobody cares bc she did a bad.
